MATRADE Annual Report 2020 92 MATRADE on behalf of MITI as the Secretariat to the Export Promotion Programmes Coordinating Committee (JK-X) assists in coordinating and monitoring the country's entire export ecosystem. Established two years ago, the Committee functions as a body that administers all of the country's export promotion programmes and is responsible for strengthening cooperation between Ministries and Agencies so that maximum synergy can be achieved. JK-X also monitors the implementation of effective strategies by ensuring that the domestic environment supports the development of the country's exports. As the Secretariat, MATRADE organises JK-X meetings twice a year chaired by the Chief Secretary to the Government, as well as the JK-X Working Committee (JWC) Meeting on a quarterly basis, alternately chaired by the Secretary General of the Ministry of International Trade and Industry (MITI) and the Chief Executive Officer of MATRADE. The implementation of these two meetings is crucial to coordinate and approve export promotion programmes and ensure that they are carried out effectively, bringing optimal returns to national expenditure. MATRADE as the chairman of the Sectoral Task Force (STF) is in constant communication with Ministries and Agencies to coordinate export promotion programmes. STF provides guidance to ‘focal points’ from Ministries and Agencies to update the Trade Promotion Management System (TPMS) for programme proposals as well as ensure planning, implementation and reporting are EXPORT PROMOTION PROGRAMMES COORDINATION COMMITTEE complete to be presented at the JWC Meeting and subsequently at the JK-X Meeting for approval. The decisions reached by JK-X will be communicated in full to the Ministry of Finance (MOF) for consideration of budget allocations. In 2020, a total of 77 export promotion programmes were implemented by nine Ministries comprising 13 Agencies that have generated a total of RM7.07 billion in export sales. The COVID-19 pandemic led to most of promotion programmes already approved by JK-X to be cancelled or postponed to next year.
